Organisation:

 PEOPLE’S ACTION FOR DEVELOPMENT (KERALA)
is an autonomous agency under the aegis of Rural Development Department, Government of Kerala. People’s Action for Development (Kerala) or PAD ( K ) act as the nodal agency of the CAPART , an autonomous organization under the Ministry of Rural Development, Government of India. By acting as a bridge between the NGOs and the CAPART, PAD (K) familiarizes the CAPART schemes to the NGOs and provide them consultancy service.

With the launching of the decentralized planning strategy in Kerala, the Grama Sabha play vital role in fulfilling the developmental aspirations of the people. It has become very clear that all the developmental needs of the people cannot be met by the Government alone. Alternate funding sources for developmental projects are thought upon everywhere. Here in lies the significance and relevance of PAD (K) which act as a bridge between the Voluntary Organizations and the CAPART.

· PAD (K) is a non-profit, non-partisan organization, which stand on welfare concept. Even if cost benefit analysis is worked out PAD (K) needs to be strengthened.

Being and autonomous institution quick delivery of service is possible dispensing with the usual governmental formalities.

Ř Organisational Structure: The affairs of the society is administered, managed and controlled in accordance with rules and regulations by a Governing Council constituted by the Government of Kerala.

Governing Council:

Chairman : The Hon’ble Minister for Rural Development, Government of Kerala.

Vice Chairman : The Secretary to Government, Local Self- Government (RD) Department.

Member Secretary: Principal executive officer of the Society/in

the rank of Development Commissioner.

Now, Joint Development Commissioner holds

the additional charge.

Officials and non-officials nominated by the

Government.

Usually Governing Council meets twice a year

Ř Mission : To act as “Friend, Philosopher and guide to the NGOs” in implementation of rural development activities.

Ř Profile : PAD (K) was constituted and registered on 20th November 1985 under the Travancore-Cochin Literary, Scientific and Charitable Societies Registration Act 1955(Act XII of 1955) as per the suggestions contained in the D.O letter of then (1985) Minister for Agriculture and Rural Development, Government of India Shri.Bhuttah Singh to Shri.P.K.Velayudhan, the then Minister for Rural Development, Government of Kerala.

Ř Major activities :

PAD ( K ) promotes the activities under taken by the CAPART. As per the recently modified guidelines the following six classified programmes and schemes are funded by CAPART;

1) Natural Resource Development and Management (NRDM)

2) Rural Industrialization, Income Generation and Market access

(RIIMA)

3) Technologies for Rural Development and Promotion of Information

Technology (TRD & PIT)

4) Rural Infrastructure Development Scheme (RIDS).

5) Scheme for empowerment of Rural Women ; SC, ST

and Disadvantaged Groups and for Persons with Disabilities (PWD)

in Rural Areas.

6) Human Resource Development Scheme [HRDS]

Ř Eligibility Criteria for NGOs seeking CAPART support

1) Should have been registered under the Societies Registration Act 1986or A State amendment thereof or the Indian Trust act ,1882 or the religious and Charitable Institutions Registration act,1920

2) Should have completed 3 years from the date of Registration on the date of

application filed with CAPART

3) Should have a Bank or Post office Account for the 3 years proceeding the date of filing of application to CAPART for funding.

4) Rural Development should be one of the objectives in the Memorandum of

Association.

5) Should be working with beneficiaries in rural areas even if the NGO’s Head Quarters is located in an urban area

6) The area of operation must be rural, meaning thereby a village included within the

jurisdiction of a grama panchayat; areas included within the limits of Municipal

Corporations, Municipalities, Notified area Committees and town Panchayat will not

be considered as rural areas.

7) Should comply with the requirement of IT Department ( PAN, 12A and 80G) or

should have at least applied for the same.

8) The organisation should be broad based and representative in character. Composition of office bearers should not be relate to each other or within the family or a family affair .

9) Should not have been put on the CAPART's list of organisations to which funding has

been suspended for acts of omission and commission. 

10) Members of the sanctioning 10) committees of CAPART , namely, EC/NSC/RC or

therein family members and/ or relatives should not be the office bearers of the NG

which are seeking assistance from CAPART.

10) There should not be more than three on going projects under implementation by the

NGO with funding by CAPART on the date of application filed with CAPART.

Documents to be Submitted along with the Proposal

( Copies should be attested by a Gazetted Officer)

1. Registration Certificate

2. Bye – laws of the NGO (authenticity of the registration certificate in cause of amendments, if any, subsequent to the registration of the NGO’s.

3. Latest Composition of the Managing Committee/ Executive Body indicating the authenticity from the Registration authorities.

4. Annual Report of the NGO during the last 3 years.

5. Audit accounts, viz; Receipt and Payment Account, Income and Expenditure Account and Balance sheet along with Auditor’s certificate and report.

6. Document relating to PAN number/exemption order under Section 80G and 12 A obtained from Income – tax Department/authority or request letters sent to Income – tax Authorities for obtaining these documents.

7. Bank/Post office pass book reflecting the transactions for the last 3 years.

8. Certificate from the Bank Manager/ Post Master stating that the account is operative for the last 3 years.

9. Resolution of the society authorizing the chief functionary of the NGO to approach CAPART with the specific proposal for obtaining financial assistance.

10. Other documents relevant to specific project proposal, i.e. land pattas in respect of housing, land development programmes, NOC/permission from the owners of the common property, etc.

11. Certificate that a similar project proposal has not been submitted either to CAPART Head Office / Regional Committee or to any other funding agency and that it will not be submitted during the pendancy of this proposal with the Regional Committee/HO.
